Aug 2011 - Membership Secretary Added to Board 

Membership Chairman will be added to the BEC with full voting rights.  This position will be an elected officer instead of an appointed committee chairman. Note:  Title changed to Membership Secretary in October 17, 2011 meeting.

Branch General

Jul 2012 -Voluntary Contribution for New Members

All new members that join the Branch through April will be asked to pay the Annual Voluntary Contribution.  All new members who join after April will not be asked to pay the Voluntary Contribution.

Jul 2008 - Email Distribution List

Big Sir approves who can use email list.  Joel requested the email list but was advised that the Big Sir needs to approve use of the list.  The all-inclusive email list is now complete and he desired to allow its use only at the discretion of the Big Sir who will also be custodian.  This suggestion was duly moved, seconded and approved by the Board.

Nov 2007 - Director Term Limits

Big Sir asked Director Ron Armijo, who had reviewed the Director’s term limits policy and prepared guidelines to administer same, to report out on his recommendations. Essentially calling for a one-year hiatus between serving as a Director again, a motion to approve the guidelines was made, seconded and approved.  A copy of those guidelines is attached to the master copy of these minutes.

Oct 2004 - Insurance

A motion that Director & Officer Insurance will not be obtained for Branch #116 at this time.  Supporting documentation attached to original minutes.

Mar 2003 - Inactive Status

Big Sir Carlos Xavier clarified a related aspect of inactive status.  If for medical reasons a member is unable to attend meetings on a regular basis but would like to remain active, he should apply to the membership chairman to get approval from the executive committee for an exception to the missed luncheon meeting rules and penalty.

Jan 2011 - Boulder Creek Golf Event

Each year a group of SIR members and their guests have a golfing event at Boulder Creek. The BEC voted and approved that this is to be a sanctioned SIR event.

Sep 2008 - Story Teller Position

Motion to create the position of “Rotating Story Teller” and annually at the option of the Big Sir, elect appoint a branch member to that position.

Sep 2008 - Honoree Chairman Position

Motion for Big Sir to annually nominate a non BEC member as the Honoree Chairman for Branch 116 to implement the Senior Honoree System as defined in the Sir Corporate Guidelines Rule 26, “Presidential Awards”, and to include the duties of identifying potential branch honoree’s of the month.

Jun 2007 - Activities Coordinator

Big Sir announced that Jerry Kaplan is the new Activities Coordinator and that the Executive Committee needed to approve two items, a new Book Club and the Carson City Golf weekend.  Both items were moved, seconded and approved.

Nov 2006 - Honoree System

Floyd also announced that as next year’s Big Sir he would reinstate the honoree system that names one of our members from time to time during the year. He has asked Jack Bevis to chair this effort (who has accepted) and the man of the month will receive a free lunch.

Oct 2006 - Elimination of Jokes at Lunch Meetings

Big Sir Jerry Hunter stated his new policy of not having Committee Chairmen tell any jokes in the process of reporting on their events.  Apparently one of the jokes in September was not received well by a number of attendees and generated some complaints.  So in order to save time during committee reports, as well as avoid offending what may be tender ears, he asked that the Committee Chairs refrain from telling any more jokes, during his tenure at least.  Little Sir Floyd Skelton stated he would continue that policy in 2007.

Jun 2006 - Nominating Committee Selection

Nominating Committee Chairman Ron Domer reported that the full slate was completed on time.  He suggested that the most recent ex-Big Sir be made chairman of the committee in the future and that he be allowed to pick the rest of the committee as he saw fit.  The advantages of this arrangement would be knowledge of the makeup of the members and who would be good for various jobs.  One disadvantage might be that cliques might be formed and it would be a good-old-boys club.  A spirited discussion followed and it was moved, seconded and approved that the ex-Big Sir be Chairman and free to pick the rest of his committee.  Regional Governor Harry Hubinger stated that many of the branches had the same arrangement.

Sep 2008 - BIG SIR on Nominating Committee

Motion to rescind the 02/02 motion to make the past Big Sir “Advisor to the Board” in favor of making the past Big Sir a Director with a term of one year.

Feb 2002 - Advisor to the Board Position

Big Sir Frank Dillon discussed the 01/02 meeting resolution expanding the number of directors to seven.  He pointed out that the rules specified two to six directors and that we didn’t want to start a change up to the state level.  Area Governor Art Miller suggested that the board create a position of “Advisor to the Board” without voting privileges.  A motion to this effect was made, seconded and approved.

Feb 2002 - Eliminate 7th Director Position

A motion was made to rescind the 01/02 meeting resolution of making a seventh directors position.  This motion was seconded and approved.

Jan 2002 - Add 7th Director Position

A motion seconded and passed to recommend a change to the bylaws increasing the number of directors to seven with the additional director being ex officio past Big Sir and serving for one year.

Director Term Limits

Sep 2008 - Branch Auditor as Director

Motion to delete bullet no. 4 of regulation 11/07 Director Term Limits, which grants the Branch Auditor a position of director with no term limits.

Nov 2007 - Board of Directors Term Limits

Motion moved and passed to define Director Term Limits that includes:

- Directors term will be 1 calendar year with an option to extend for no more than two additional consecutive terms

- Eligibility for subsequent terms following completion of the third consecutive term will require a minimum waiting period of 1 year

- Directors who resign their position prior to the end of their term will be replaced by a member in good standing selected by the Big Sir to serve the remainder of the term

- The Auditor position serves at the pleasure of the Big Sir, is exempt from term limits, and is confirmed each year at the discretion of the Big Sir elect.

- Each year the out-going Big Sir is eligible to roll-over to the position of Director and serve for one additional year if the term maximum has been reached. This exception is designed to provide continuity and support of the new officers and directors.

Newsletter

Nov 2004 - Newsletter Printing Company

The Big Sir in the absence of the newsletter chairman discussed several proposals to handle mailing of the newsletter. A motion was approved authorizing the continued use of the Digital Copy Company. They do a complete job including printing, labeling and mailing for $196 per month.

Agreed to include officer phone numbers in the Newsletter.

Nov 2003 - Publish Budget and Greeter Names

Agreed to include in the Newsletter a budget report and names of the greeters who will be on duty for the meeting.

Treasurer

Nov 2009 - Lunch Fee and Voluntary Contribution

The BEC approved a motion to leave the luncheon fee at $15 and to increase the "voluntary contribution" to $30/member.  We will begin collection of the “voluntary contribution” on April 19, 2010.

Jun 2008 - Voluntary Contribution

Sir Dick Chaffee reviewed our finances with a recommendation to institute a voluntary contribution of $15 starting in July.  This was voted on and approved by the executive committee.

Jul 2007 - Report Budget in Newsletter

Phil Goff then broached the idea of reporting the Treasury status twice a year in the Trampas Topics, say in the Feb and July issues. After a brief discussion, this idea was approved.

Apr 2007 - Budget Criteria

Big Sir Floyd Skelton discussed the criteria for the budget.  It should be self-sustaining, new voluntary contribution of $15.00 yearly, and a monthly luncheon contribution of $15.00.  Dick Chaffee, Treasurer and Assistant Treasurer Bob Shader had no questions.  Motion to accept the budget was made, seconded and passed with a unanimous vote. Floyd said that he would inform the membership at the luncheon today.

Oct 2004 - Eliminate Voluntary Contribution

Dick Thompson proposed, and was approved that the voluntary contribution be eliminated for the current year only and that the need for the contribution be reviewed annually to determine the proper amount of contribution, if any, for that year.

Nominating Committee

Sep 2008 - Nominating Committee Revisions

Motion to accept the documentation that defines the Nominating Committee make-up, the Nominating Committee Guidelines and the documentation that defines Nominee Desirable Traits as documented in August 2005 and restated in the Branch Guidelines and Procedures Manual with the following changes:

- Chairman is selected by the Big Sir-elect

- The Big Sir elect shall choose the committee members not to exceed 6 members according to Rule 130 of the Sir Branch Bylaws

Sep 2005 - Nominating Committee Selection and Responsibilities

Nominating Committee Chairman:

- Is selected by the Big Sir-elect.

- The Big Sir shall choose the committee members not to exceed 6 members according to Rule 130 of the Sir Branch Bylaws.

- Will keep the Big Sir informed on the progress being made by the committee.

Nominating Committee:

- Will be responsible for selecting a Slate of Nominees for the positions of Branch Officers and Directors.

- Will start its work no later than the beginning of the 2nd quarter

Nominees:

- Will be selected and submitted to the board for approval by the end of July each year.

- Will be voted on/approved by general branch membership subsequent to board approval.

Sep 2005 - Nominating Committee Appointments and Guidelines

The two longest serving directors should be rotated off the board each year.

- Existing officers and directors will be approached early in the year to see if they are willing to carry over into their existing positions (if desirable)

- The Nominating Committee will ensure that NO inappropriate favoring of any specific candidate or clique is made in the nomination process.

- The Big Sir will notify all new nominees and retiring officers and directors of their status in writing.  Retiring Directors and Directors will be contacted personally by the Big Sir and thanked for their service.

Sep 2005 - Nominating Committee Desirable Traits

Nominees should have certain leadership qualities and skills required to fill a specific position. (i.e. Speaking, Administrative, Computer, Financial, etc.)

- It is desirable to have committee members that have been members of the branch for a number of years and have a general wide acquaintance of other branch members, or have been active in activity groups in the branch.
